First, if he doesn't know what the problem is because the check engine light isn't on, how does he know it will be expensive? Listen, the most common cause of a delayed start as you described is a weak fuel pump or something that is allowing the pressure to drop off. Check the fuel pump pressure to see if it is within the manufacturer's specs and then check fuel pressure drop off. That is when the key is turned off. The pressure should maintain for some time.
