1999 Lexus Gs 300 Car Very Strong Gas Fumes Coming Rear Passenger Side Thought

My car has very strong gas fumes coming from the rear passenger side. Thought it was the gas tank, so I replaced it and I still have the same problem. I also changed the gas cap several times and It's still the same thing. I also keep hearing this thing like a vacuum pump keep going off and the guzzles gas like crazy . What could be the problem and what should I do?

scan for codes and check fule pressure first. have your evap cannister checked for being over full on fuel and check if you have air suspension it may have a leak in one of the lines or shocks
