When the key is turned on it just clicks, but after several attempts it starts

I own a 1999 Honda Accord LX, 4 cyl, manual transmission with 239,000 miles. When the temperature dips below 32 degrees and the engine is cold it will not start right away. When the key is turned on it just clicks, but after several attempts it starts and runs without issue. The battery is new and all of the electrical components work.
What do you suggest?

If it is just clicking, you must have a bad connection at some point limiting the power to the starter. It could be the solenoid on the starter itself, or a weak ground to the engine block. Make sure all battery terminals are clean and tight as well as the ground to the block. When it happens again, have a helper turn the key so it clicks while you check for power to the smaller wire on the starter. You should have 12+ volts there. If you do, the starter is the issue. If it isn't there, you need to back track and check the relay, ignition swtitch, wiring.
