Power rack and pinion noise

I replaced the rack and pinion with a rebuilt unit from NAPA on my 1999 Ford Windstar. It now has, from day one, a hissing sound that can be felt in the steering wheel but goes away when turning the wheel off from center. It returns as the steering wheel is turned back towards center. Did I get a bad rebuilt unit?

It's more likely there is a rubber silencer plate that is missing or mispositioned that is supposed to block that noise. There is usually some type of hard rubber or plastic cover over the spool valve where the steering shaft attaches. It will have insulation inside for noise dampening.
