Heater fan still runs with motor shut off

1999 Ford F250 4wd full size 4 door 4.6
You can turn the heater fan on even with no key in the ignition. If you don't shut the heat off, it will run the battery down. Why is this?

That would have to be due to a stuck-on blower relay. It's located under the dash on the driver's side.
