New battery, car turns over but doesn't always "click" and start. What is the problem?

If the battery is new, fully charged, and the battery terminals are clean, tight, and cables are good, chances are the solenoid is going bad. That would require a new starter. Aprox cost for the part is 100.00 plus about 30 minutes labor.
