1999 Chrysler Concorde Want Ohm Test On Egr Valve Manual Should 6 Ohms Between

I want to do an ohm test on my egr valve. Manual says it should be 6 ohms between pins 4 and 6. I set the meter at 200 ohms and reading is 20-30(not the same every time). Seems that if the reading was going to show incorrect, that it would either be very high or very low. What should I assume from this.

If it should be 6 ohms and is reading 20-30 ohms, it sounds like the EGR is bad.

I know they supply that test in most manuals but resistance tests are pretty unreliable, mainly because there can be dramatic swings in the results with temp changes that you cannot replicate.
