1999 Chevrolet S-10 Heat and Air

My heater quit blowing hot air and my ac quit blowing cold air. I checked all fuses and no bad ones. I check all fuses and relays on drivers side under the hood. I changed the control panel inside the cab in the dash. When I turn ac on the compressor does not kick in but it has the right amount of Freon pressure. It just blows warm air. When I switch to heat it blows cold air. What is the problem?

No I have not. Where is it located? Is it powered by electric or vacuum?

I believe this is an electrically controlled one. It is located near the hear core box and not fun to get to. As far as the AC, this shouldn't cause the issue. However, once we get the heat to work all the time, then we can move to the AC. It could be a cycle switch, clutch, power supply issue.
