This is really tough situation. The best you can do is try and get either a screwdriver, this is of course either through the front grille or more likely from under the car, and work at the lever that the cable is attached to. You can also try vise grips attached to the arm that calble is attached to and pull on it. Don't clamp so hard that you damage arm. You can try pulling =on cable to as if it is broke pulling on houising and inner cable together won't matter much. It is just a matter of trial and error and patience.
You can also try to cut the cable and then trim the out shield off to be able to pull the inner cable with vise grips. This must be done at a point after the break in the inner cable to work.
