Heater fan only works on high (4). If I turn it on 1, 2, 3 it wont blow. The fan will only blow on 4. What can it be?Is it a relay and if so where is it located?

The heater blower motor resistor pack has burnt out, it should be located on the blower ass behind the glove box.
