I have a theft system issue I need help with

The car starts up fully and stays on but my light indicator flashes on and off while my "theft system" light stays on. Also when I shift from park to reverse or drive or vice versa the car's electronics temporarily dies. Also, when I first shift from park the car's fuse box makes a short whining sound

The first thing I would check is have your battery and alternator tested.

Also make sure the battery cables are clean and tight.
