I have a theft system issue i need help with

1998 PONTIAC SUNFIRE

The car starts up fully and stays on but my light indicator flashes on and off while my "theft system" light stays on. also when I shift from park to reverse or drive or vice versa the car's electronics temporarily dies. Also, when I first shift from park the car's fuse box makes a short whining sound

The first thing i would check is have your battery and alternator tested.

Also make sure the battery cables are clean and tight.
