1998 Hyundai Accent it will only shift in second and third gear

1998 Hyundai Accent Two Wheel Drive Automatic 89,000 miles. When I am driving my car it will shift normally through all four gears, but suddenly when I come to a stop or slow down and start driving it will only shift in second and third gear. If I stop and turn off the engine and restart it and it will shift normally through all four gears again. This erratic shifting happens often please help!

When was the last transmission service (fluid/filter)? Have the throttle position and vehicle speed sensor checked, these components input signals to the computer indicating the throttle and governor pressure to provide proper shifting up/down shift. Don't forget the 10 year 100,000 mile warrantee. If there are any codes, get them read.
