Honda seats

I have a 1998 Honda Passport with the fold down rear seats. They have pull straps to pull the bottom part up. The driver side seat will not pull up with the strap. I can feel it try to unlatch, but it appears that a magnet holds it. Is there a fuse for it, or how can I get it to unlatch? Thank you for your time.

No fuse. If you are able to see the latch, can you access it?

It sounds like you have something stuck int he latch like a penny or something. You might need to unbolt the seat so you can look at the latch. Also try pushing down before pulling up.
