1998 Honda Accord Timing.

I am putting a new cylinder head on to replace the old one that was stolen. The camshaft is pretty easy to determine where I need to set it at for TDC. The issue I'm having is with setting the no.1 piston at TDC because it needs to be on the compression stroke. Is the stroke (exhaust or compression) just determined by which valves are open or does the crankshaft positioning play a role as well?

Nope. Just put it at top dead center. That puts two pistons all the way up, including cylinder number one. If you rotate the crank one complete revolution, the pistons will be right back in the same spot. It's the camshaft that determines valve timing, not the crankshaft.

I think I got it. No.1 piston at TDC and camshaft in the TDC, there's a marking on the camshaft pulley/gear that says up, I put that into position and lay it down on there?

What do you mean by "lay it down on there"? Are you trying to position the sprocket, then set the camshaft onto the head?
