1998 cadillac seville electrical problem?

i have a 1998 cadillac seville, when the car is running the radio, windows, and fuel guage does not work? when it isnt running everything works fine. im puzzled cause i think since the car wont read when doing an inspection,it may have something to do with this problem.

My guess is that you may have a class 2 communications fault, caused by a corrupt module or circuitry problem(open/short). HAve you had it scann for trouble codes? You can do this yourself by pressing info up, and on/off with key on. After a segment check it should display all?, press on/off it should display all codes?. Record and report all codes.
