It has to do with the o2 heaters. If, assuming the first one was in fact bad, it was a bad heater. It may have blown a fuse which no one has checked, at least there is no mention of it.
Stop throwing parts at it and listening to peoples guesses that are not anywhere near accurate.
Check the fuses with a test light first. If they are ok, check the wiring of the sensor to make sure no wires are broken.
I really suggest going to another shop that will give you a real diag with a pinpoint failure for you so you know exactly what to repair.
