Dorman EGR VSV 97 Camry 2.2 Automatic

I have two new Dorman EGR VSV units for my 97 Camry 2.2 Automatic - both will not allow air to pass in any way from any port [there are two ports]. I thought air must pass freely with no voltage to engage the solenoid? Shouldn't air blow through at least one port on the bench with no elect connection?

Does applying a vacuum source make any difference?

No, I meant to add that point. It would 'hold' vacuum - meaning if I suck it does not 'draw' - like it totally closed or plugged.

Is this what your EGR valve looks like? If so, the solenoid needs to be activated in order for it to operate properly.

Well, thanks, but no, that's not it. Also, I tested the EGR Valve and with my breath I can actuate the solenoid - open and closes freely. I am beginning to think the vsv is not doing the same thing. I closed/opened it per my Haynes by shorting two test terminals and the MIL stayed off for over 20 miles - contantly going through drive cycles. I thought it was fixed. So maybe the new vsv is sticking open or closed. So maddening. I am waiting for a replacement MAP now - this will make a final dianosis more definitive. Do you know a simple test to check open/closed egr vsv?

Ok. The image I supplied is for the EGR valve for your vehicle as called out by a number of websites I searched. I am unfamiliar with "VSV", but will see if I colleagues to lend a hand here.
