1997 Toyota Avalon Temperature gage.

I have a 97' Avalon, when its hot outside or when I'm stopped for a small amount of time the temperature gage goes up quickly once i start driving it shoots back down. Sometimes while I'm driving it shoots up as well. I tried moving the fuses for the fans because the fact when its pushed down secured neither fans work so i have the fuse half up and tapped it to stay in place just to get the one fan to work, so one works and the other fan don't work, the fan towards the driver stays on constantly and the passenger fan don't come on at all.

Have the fan that is not working tested to ensure it is good. If one fan doesn,t work, it can affect the wiring system and cause the other to not work.
