1997 Pontiac Transport brakes and tire

Front passenger wheel sticks and has a burning rubber smell. Replaced both calipers, bled brakes no leaks in lines. Jacked up, tire rotates up until about 25 rpms, press brakes and it comes to a lagging stop, unjacked car to test drive and still sticks. All brake lights on and wont go off. Also replaced both front and back brakes. Someone please please help no more money to waste and still cant drive

Your description is confusing. By "all brake lights" do you mean all two of them on the dash or are you referring to the rear brakes lights sticking on? How did you get 25 rpm on the one wheel? Was that spinning it by hand? What is the symptom that tells you a brake is sticking? Does the vehicle pull to one side? If so, all the time or just when braking? Does that wheel get hot after a short drive?
