The way to find out what is blowing a fuse is we need to start unhooking items on the circuit until the fuse stops blowing. Or unhook everything and plug them back in until you find the one that is causing it to blow.
However, since this A/C fuse is blowing, I would just unplug the compressor clutch and then turn the A/C on. I suspect the fuse will not blow any longer which means your clutch coil is most likely shorted.
