Can't get gas easily

Every time my mom gets gas in her 90something Hyundai Elantra the filler nozzle keeps shutting off no matter how slow she pumps the gas. She has had the filler neck replaced but it didn't help

You need to have the evaporative control system checked out-vent valve/seperator etc-

I just found out it is a 2002 Hyundai Elantra, does that effect the answer?
