1997 Hyundai Coupe fuel pump

The car stop cranking so I checked the fuel flow and was no pressure.
But on the same day at evening it cranked and start, so I figured the pump is about to finish it's job. The pump is less than one year on the car so they replaced it in the warranty period.
Now I have a new fuel pump and the car wont start also.
Checked fuse box checked electricity getting to the pump connector and added fuel to the tank.
The only reason I think make the problem reappear is there is a small close tube with material inside and it's on the pump mount that spouse to protect the pump from working dry, if that thing is not soaked in the fuel it cuts of the pump operation, but can't be checked...
please your advice.

Are you getting power to the fuel pump?
Were the relays checked?

Thanks for your help,
I checked relay in engine bay and checked electricity in the last connector to the pump with multimeter and took everything out three times made a socket diagram, checked all wires to be connected and complete.
Checked also if the pump is stuck witch is not but didn't run the pump outside the tank because I know it can cause a flame and damage.
So everything to be checked I checked except that indicator witch need to bee in the fuel while you operating the pump a safety mechanism.
Now my last try is to tilt the car so the fuel will go in one direction and check if the car will start it is the safety thing on the pump mount.
But if won't start I'm out of ideas.

Please advice.
