How you fix it depends on the cause. First you have to figure out if something fell down there that is blocking the lever. That would have happened suddenly. It's more likely a cable is rusted. That happens gradually over time but is more likely to occur when you don't use it much. When you do use it regularly, they get sluggish at first and don't like to release fully. A rear brake may drag, and / or you might have to push the handle down to get the parking brake light to turn off.
