Lights on dash work gauges dont work

Ihave a 97 ford f150 the dashboard lights work but the gauges dont light up. I'm not sure if it could be the fuses or the relay? What is the most common problem when it comes to that?

Check fuses 2-19-29 in your junction box if not that make sure plug is in all the way at back of cluster or it ma be bad circuit board.
