1997 Ford Contour help save my car P0232

I have a 1997 Ford Contour sport with the 2.0L (vin code is 3) 5-speed transmission that has left me stranded and pulling out my hair trying to diagnosis it! I've scanned the car and dumped out the codeP0232 3 times and I mean I've ran the KOEO 3 times and every single time P0232 would come up, the car cranks but won't start! I can't hear the fuel pump and have started checking voltage throughout the fuel system but I have no idea what the voltage is supposed to be at. I have found voltage specs and have no clue what they mean it all looks Chinese to me could really use some help with understanding the voltage specs, as well as trying to get my car back on the road thank you

Pump may still run, but I would be testing the pressure first, make sure you have good fuel pressure first.

what is the voltage supposed to be for the fuel pump with KOEO i'm not getting over 6v

I have no specs for exact voltage but I would be expecting 12V min.

so if i'm getting 6v at the pump with KOEO what would cause that low of voltage?
