Unless someone has changed the fuel line and ran it inside the rail (unlikely) then the area that you found it dripping is from a small hole in the fuel line running along the rail. What happens is the lines get a small hole or crack in them and then spray the fuel in the direction the opening is pointing. Most likely this is pointing up towards the frame which is soaking it and dripping down.
Take a look at the attachment and see how the manual says it is under "constant pressure even with the engine off." This means if there is a hole then it will leak until all the pressure is bled off.
I would suggest cleaning off the fuel as best you can first thing in the morning and then turn the key on to energize the pump and pressurize the system then use a paper towel around the area to find where it is originating from.
Once you pinpoint it, you can either replace the entire line or cut it directly on the split and add a repair splice as pictured below.
