1997 chevy astro charging system

i have a 1997 chevy astro i put in a new starter battery and altenator but when i start the van the volt meter only goes to nine volts . took the battery out and had it tested it's fine the altenator too. what could be my problem

Measure the voltage on the small wire plugged into the side of the generator, near the back. Do that with the ignition switch turned on. Take a reading on the wire with it plugged in and again with it unplugged.
