The oil is pumped up into the rockers/heads but is not draining back down. Why? Cause? How do I resolve? 3800 series two

There are ports in the head that allow the oil to drain back into the oil pan. If the oil hasen't been changed on a regular basis, the ports plug up with sludge. As a result, the oil can't drain back. You need to remove the valve cover and clean the ports.

Where are the ports located on the 3800 series 2 heads? Have some time in morning to check it out. What is the best way to clean them out? Use a hanger, vacuum?

Well, you want to avoid allowing any sludge going into the oil pan. It can clog the screen on the oil pump. When you remove the valve cover, there should be a port at each end of the head. There could be one on the center. You will be able to see them. Do your best to avoid junk from going down the ports. See if it is slugde that you can easily remove or burnt on oil that will be hard and crusty. A vacuum would be a good idea while chipping away. After you get it cleaned, I would change the oil and filter.
