1997 Buick Century hub

When changing the front driver side tire I noticed that I could grab the lug studs and move them side to side but rotor does not move. The lug studs move about a 1/4 inch before rotor starts to turn with them. Could the bearing going out cause this

The studs should be tight in the hub but the rotor just slides on over them, and it can be loose. If you're turning the entire wheel bearing and half shaft along with the studs, that's normal. The rotor is being held by the drag of the brake pads.

If the studs are actually loose in the hub, they're going to spin when you try to install or remove the nuts. It's not common for that to happen to one, let alone all five of them.
