1997 Buick Century EGR valve

I have milky white oil in it I would to know what could cause that

Number one cause is too much short-trip driving that doesn't allow the engine to get up to operating temperature. Next suspect would be a leaking cylinder head gasket. The clue for that is the coolant level will be going down in the reservoir.
