1996 Toyota Tacoma S 4x4 Steering Rack Bolted Tight Moves Left And Right

It's a 4x4. Steering rack is bolted tight, but moves left & right when braking. Causing it to shimmy, when braking.

I assume you mean the housing is bolted tight but the center rack is moving back and forth. That would be caused by warped brake rotors. They tug back and forth on the calipers which tug on the spindles and steering linkage.
