how do we lower the antenna on a 1996 Subaru Legacy.

The antenna is operated by the radio off signal. If it is not working, you need to check if the motor or mast is bad. If motor works, the most likely fault would be with the mast cable.

Try manually pushing the antenna in and if it works, the mast cable is bad.
