In my tail pipe there is water coming out and people say my engin is halthy but iv noticed some smoke from the tail pipe

Smoke is normal. Water is normal. You have to elaborate on how much of each. Are you losing engine coolant? Are there any other symptoms, details, or observations?

The last time I filled my oil was december last year and yesterday the patrol attendent said my car has no oil

You went nine months without changing the oil? The only other person I know who abuses their engine like that is me, but only with one of my vehicles. All engines today use some oil between changes so it is very likely there was nothing wrong with yours until you allowed it to run empty. Besides that normal oil usage, it should be changed to get the sludge out and to replenish the additives in it. Those additives wear out in about 3,000 miles.

You haven't told me anything yet. You've given some history but nothing other than an unknown amount and color of smoke from the tail pipe. Given the lack of maintenance, excessive engine wear is likely but that doesn't mean it can't still run and perform satisfactorily.

If it does run okay, check the oil level at least every other time you fill with gas. And get the oil changed every 3,000 miles. As long as the level stays above the "Min" mark, there's no need to add any oil.
