I can smell it when its running and there is some smoke when I start it up. I know thats not a lot to go off but I am just looking for some ideas. Bad valves or rings maybe?

More rings than valve seals. The seals will do it on start up and go away. Rings are all the time.

If you replace the rings with the mileage you have I would go fore a rebuilt engine

Would you recommend getting an engine out of a jeep with lower miles from a junkyard or buying a rebuild kit for the engine I have?

I am from the old days and would re ring the engine providing it is in good condition. If I took it apart and found sludge and excessive wear, then I would opt for a reman motor.
