A quick test is to replace the fuse with a pair of terminals and jumper wires hooked to a 12 volt light bulb. When the short is in the circuit, the bulb will be full brightness. Then, unplug the heater controller, the ABS computer, transmission range switch, variable steering module, and the daytime head light module if you have that. Unplugging one of them should make the bulb go dim. That's the one that's shorted.
The alternate method is to unplug things and keep throwing fuses at it to see what stops it from blowing.
