Would a short in the power supply to a fuel pump on a 96 intrepid cause a fuel pump to fail?

Nope, it would cause a fuse to blow. Chrysler fuel pumps typically fail to start up when the brushes in the motor are worn from high mileage. Also, if you're troubleshooting a dead pump, be aware it will only run for one second after turning on the ignition switch. It should turn on again during engine cranking. If it does not, you have to check for spark too. Most people just stop with the first thing they find not working.
