horn blows continualy when you hook up the wires to the horns

Pull the horn relay out, then feel if it clicks when you plug it back in. If it does, the most likely suspect is the clock spring under the steering wheel. That is a wound-up ribbon cable in a plastic housing. It is probably breaking apart and two circuits are touching.
