1995 Volkswagen Transporter Fans

The two fans attached to the radiator aren't working, I looked at the fuses under the dash but they all look fine, are there any fuses some where else? any ideas please. Apparently this question was too short so it looks like I need to make it a bit longer, I hope this will do.

The fuses are located in the engine bay.
