How was it checked? Did you check for power at the relay?

Since you have power to the relay, locate the wire that supplies power from that point to the pump and see if there is power when the key is cycled on and off. When you turn it to the on position, you should see power for a couple seconds then it will turn off if the engine isn't running.

That sounds normal. Since there is power out and the pump isn't getting power, there has to be an open circuit between the relay and pump. That means it's time to start tracing wires.
