Any chance you can post a photo of it? It sounds like you're describing a rusted off emissions tube. Depending on how it was attached, it might be less expensive to replace the entire manifold rather than trying to repair it. On some, that tube is pressed in, and once the manifold gets rusty the new tube won't stay in place. Some designs use a screwed-in threaded fitting. Again that rust can destroy the threads.
For many applications there are repair kits for this type of problem but we would have to see what it looks like first. The goal is to find the most reliable and permanent repair, not one that will result in more problems in the near future.
