TPS for 1995 Honda Civic only reading 3.1

When full throttleits brand new just replaced, I tried to adjust and to no avail. I jumped wires and tps 7 code, so I bought new tps and replaced and it reads only 3.1 at full throttle and I tried to adjust, but 3.1 is best

You should have at WOT 4.5 volts
