1995 Ford Other heat won't shut off

My 1995 e150 van runs the heater all the time. It is impossible to shut it off with the dash controls. My old mechanic rigged something behind the dash to hold it closed but that is no longer effective. I do not have the ability to take out the dash myself. The AC doesn't work so that isn't an option. Is there a way to DISCONNECT the heat temporarily and reconnect it for winter? It is unbearable in humid 90+ degree heat. Please help.

You can always bypass the heater core for the summer by disconnecting the heater hoses and connecting them together (without kinking them).
I'm sure that won't be free though.
