I have tried tune up and new fuel pressure regulator

I have a 1995 chevy s-10 4.3l efi Z will not start in morning but if I plug in block heater it will start I tuned it up but still wont start without heat any ideas?

Have you confirmed that the fuel pressure is within spec? It sounds like a weak pump. I don't understand what you mean by "But if I plug block heater, it tuned." Also, what temps are you in presently?

If you don't use the block heater, does the engine crank and try to start?

It cranks but really dose not sound like it will fire

I would recommend starting by checking the fuel pump pressure. It may be weak.
