brake bleeding?

brakes are very touchy. pedal doesnt react quickly, and then when it does grab, the brakes almost lock up.

If the system hasn't been opened, there shouldn't be any air in it. Check to make sure there are no axle seal leaks, wheel cylinder leaks... If the brake shoes or pads get contaminated with either one, they will grab.
