1994 Subaru Impreza fuel/igntion

I bought a 94 impreza with an ej22 swap. The engine is not getting fuel. I replaced the fuel filter, then the fuel pump relay, and the fuel pump and spark plugs. All the fuses are good. The fuel pump is not priming and is now not getting spark. But I did have it running with starting fluid when I bought it.
