Heater fan and AC unit will not come on

There is power to the control panel, but neither the heater fan nor the AC unit are getting power. I have directly jumped them and they both are functional. Is there a fuse I am missing. Every fuse under the dash is OK.

Check and test the blower motor relay and blower resistor
