Gremlin in my Jeep

I have a 94 grand Cherokee with a 4.0 L in it what would cause the fuel pump. Not to turn on right away it's a new pump and all the wires are fine I swapped relays and it has a new oil pressure switch in it I turn the key on and nothing but if I leave the key of for ten minutes it will turn on the injectors prim and it starts but won't when cold

Check the ASD (auto shut down) and fuel pump relays for operation and corrosion on the terminals in the main power distribution box.

Make sure there is power to the relay and that it is making it back to the pump.
