Hot weather surging

The car will surge to 3000 plus rpm's when put in park. Rpm's will stay high at lower speeds, such as idling around 1500. At lower speeds the car will speed up by itself, and will fight you when you are slowing down or stopping. Problem is severe in very hot weather, and pretty much non existent all through winter. Temperature gauge shows low temperature at all times. We are pretty sure it is broken because the car runs very hot and fan is on constantly in hot weather. But we have yet to see any steam or smoke coming off anything. Fast Idle thermo valve was taken apart and deep cleaned, but had no impact on problem. Thank you very much for your time.

Try cleaning throttle plate on both sides and IAC hole with choke cleaner. If it continues look for a vacuum leak like bad/broken hoses finally scan for codes.

Family member who is a mechanic had a look. Solution found in loosening cruise control throttle cable as it was too tight, and keeping the throttle partially open at all times. Not a perfect fix, but very satisfactory.
