Vehicle is '94 GMC 1500 4x4. There is side play on left rear axel causing seepage around the seal. I'm told that the rear axel bearing has no inner race and the wear is likely on the axel and that both axel and bearing require replacement. Is this a fact?

If the seal is leaking, chances are the axle is worn and needs replaced. It will need removed and checked with a micrometer. I will say, a leaking seal usually indicates excessive play.
