Well I've recently purchased my car and I've been having an issue with the steering wheel being turned to the 12 and 6 o'clock position so I decided to take it in for an alignment and they did one and also tried to adjust the steering wheel with no luck all they could tell me was something else was wrong and the even went as far as trying to adjust the shafts with no luck I'm not sure if the rack and Pinon has been changed or not the previous owner is oblivious to the problem the auto shop also said something about the shat on the rack was allowing them to adjust any more because it wouldn't line up correctly and seeing I'm a single father I really can't afford to keep spending money going to different places so is it possible the rack needs to be changed?

That's something that a competent tech should have been able to tell you. It sounds like you found a shop using a glorified tire changer to do alignments. I would find another shop to look at it. It shouldn't cost you anything for them to look at it and give you an estimate to fix it.

It was actually Firestone auto care but the funny thing was they tried to adjust by the steering shafts as well with no luck solving the issue he said something about the splines on the rack didn't match the steering shafts that they only go on one way I just called them back to be sure

There are still a lot of possibilities. Someone could have flipped the coupler around on the steering column. Someone could have compensated by running one tie rod all the way in and one all the way out. Someone could have actually removed the steering wheel and moved it. A competent tech should be able to figure it out. I don't consider most people at Firestone to be competent.
